Admin and branch manager. Returns monthly rated turnover, VAT collected, and gross total. Rows are sorted newest month first, and a branch_id scopes the figures to one branch.

`GET /api/v1/reports/vat`

**Responses**

- `200` — The VAT report
- `400` — from\_date or to\_date is not a valid YYYY-MM-DD date, or from\_date is after to\_date
- `401` — Not authenticated
- `403` — Caller is not an admin, branch manager, or auditor
