Admin only. Returns every filed rate for one ordered pair, oldest first. Both directions are stored separately, so USD to UGX is not returned for UGX to USD.

`GET /api/v1/currency/rates`

**Responses**

- `200` — The rates filed for this pair
- `400` — base or quote is missing
- `401` — Not authenticated
- `403` — Caller is not an admin
